The easiest way to change file resolution is using pdf file/AI file.

Step 1 : Drop a pdf/Ai file inside Photoshop.

Step 2 : Before click 'OK', change the resolution first.

Every time you need to change the resolution, re-open the file and change it on the above window before click 'OK'. If change after opening the file, file resolution will be damage.
